From Isaiah’s perspective, a large part of what is wrong in Jerusalem and in the world is a top down problem. Unjust laws and judgments were cast by judges and rulers (Isaiah 10:1-2). Priest and prophet were full of alcohol (Isaiah 28:7-8). It should be no surprise then that a large portion of the promises Isaiah offers are also top down solutions. God would come in judgment.
