A large explosion Tuesday in Beirut, Lebanon, killed at least 100 and wounded 4,000 others, authorities say. The president of Lebanon said the explosion was caused by 2,750 tons of ammonium nitrate that was not safely stored. Was foul play involved? How should Lebanon respond?
